Mr. Robert L Silva II for Congress for the  11th  Congressional District,

I will be seeking the Republican Nomination, and if garner I will pursue to win. If I do not garner the Republican Nomination, I will be continuing as Red faction of California of the Republican Party. Red faction was group of Whigs in the West of the America that created the Republican party. My great grandfather Edward Silva was a leader with Preston Bush, and Franz Ferdinand. The Red Faction was a movement in the Democratic Party that became the Republican party. The Whig party was evolved of old land owners of America fighting for property rights and rights that promote dignity.  Not having the military entering the house and asking if you are loyal to the new deal after the civil war. Of course common people help their neighbors and loyal to them. My goal is to help the citizens of my district and their neighbors achieve happiness and well being.

Living in the San Joaquin County for over thirty years I lived in Acampo, and work in political activism in Stockton and Lodi fighting for dignity of the people. I have been in movement to promote business, property rights and liberties, anti- MTBE movement in the 1990s to help save the drinking water of California. I opposed the land development program due to the ability to seize land from hard working people when they fall on hard times. I was there in the early 1990s helping reduce Community College tuition in California to promote dignity for the people in San Joaquin County, they can afford college, and can better their way of life and there is upward mobility with hard work. I am about creating a living space in the community so people can achieve their dreams. We need to create institutions that enable people to live and find leisure. I have been involved in the teachers fighting for their right to dignity benefiting from their skills, and talents, for their right to get a fair wage for their efforts and training.  Also with the police and sheriffs deserve an income for their efforts, training and hard work.  These people enforce you rights and promote dignity for you.

The purpose of government is to create expectations; we do this with the law. The government purpose is also to promote human rights, which is enforced through jobs, business and government programs. The government obligation is to help people thrive not just survive. The basic human right is security that is done with the Sheriff and local police please grant them dignity and thanks. The other is communication allow people to speak their minds in public spaces, the other is transportation which is connected to income. This is the problem the lack of income in San Joaquin County is world known. The government obligation to the world through international treaties is to promote transportation; I am arguing federal grants for a lite rail system. This promotes transportation for income and security for mass evacuations plus emergency supplies to marine in quickly. This fulfills obligations of government to the people and our international treaties. I would have to encourage foreign investment and federal grants for development of jobs for income so people can partake in the economic activities to promote dignity and leisure. The actuality that there is over 300,000 citizens on government subsidize income.  It is an obligation to help these people my job is to articulate this to the federal government, through congress to get the needed trade credits to help develop this district so we may benefit from the resources of the land in a dignified manner and improve their quality of life.

My goal is to articulate the needs of the people of my district. I am expert in economic development and human rights. I am also trained as a human right investigator through my education.  The free market should promote personality and happiness. The goal is to promote liberty to create a freedom.  This is done through identifying important factors in people’s lives the factors are security, health and enjoyment.  We promote health through healthy food choices and easy access to hearty food, exercise which requires free time, and medical facilities that are not expensive and can access quickly.  Security is complex it is about promoting your life, not just against criminals which steals resources and well being, but well being comes from knowing you have enough money to cover cost of needed services to promote security in your life. The ability to go to the movies promotes you health which promotes your life. My goal is to create a community that can play together, in softball tournaments on the weekend, and going to soccer with the kids in the morning. Then to their religious centers and give thanks or just sing and dance together. The government job is to create a living space so people can live and build community.

As  a congressmen how do I help by articulating to Congress that we need people to invest in our district, the needs of the infrastructure so I can get funding and grants, and security needs. So I will talking to other congress members, and asking do you know business owners that need to expand markets, we need this military facility here or federal service here.

 The important aspect to congress is Foreign Policy which I am expert in Middle East Affairs, Sudan, Central Asia, United Nations, World Trade Organization, International Law and the Laws of war.  I am expert in Foreign policy.  I study foreign languages and read the news of other countries. So I can make those decisions that help America, and vote properly for foreign policy decisions.

I am considered a Doctorate in International Relations, I earned a Master’s degree, and published three times that got my Associate Doctorate of Philosophy of International Relation or Political Science.  I studied International Law and Human Rights law at University of Linnaeus or Vaxjo in Sweden.

I feel I am qualified to go to Washington and argue you interestes and rights from this district as a Congress member
